Do the translations packs elements of the bb move over with the move? Does i18n need to be installed etc... If not is it best to just move over in the main language and then set up i18n to deal with any translations etc...?

Currently, translations are not taken into account at all.

Wont fix this, but in 7.x branch does at least track the languages of phpbb sites and import nodes in the correct language.
