[D7] Add regex to work with new CKEditor toolbar format (toolbar groups compatible with WAI-ARIA) [#1260892]

It should now working with new toolbars configuraton http://docs.cksource.com/CKEditor_3.x/Developers_Guide/Toolbar#Toolbar_C... and the old one.
Please review patch.
