$node->content['noderelationships']['#children'] isn't present in $node if the view has no results

I originally posted about this here: #1125056: Empty text won't display but it's really a different problem.

The entire variable, $node->content['noderelationships'] isn't present in $node if the view has no results.

That's why the empty text never displays.
