show refine blocks when term not selected yet

i'd like to showing the blocks when i'm listing the all nodes at /taxonomy/term link without argument. is it possible or is it a bad idea? thank you.

I don't really understand the feature. Please be a bit more detailed. An example (virtual) always helps.

refine blocks show up only when i'm select least one term.
i'd like to showing refine blocks when i'm not selected any term yet.

you might use one of the many Taxonomy modules out there to simply output all of your terms (or all terms in a container). Tagadelic, Sitemenu, Views just to name a few are all good starting points.

I have tried with a couple od pages created in views to generate a all taxonomy terms listing but the refine blocks remain empty. Any more detailed advice or documentation on how to get an initial "un-refined" starting page?

refine_bY_taxo shows up only on taxonomy/x/ pages.
There is a feature request that tries to fix this and make refine_bt a little more flexible in that.
