Administer Tool Tip makes a sidebar appear even if it's empty.

Nice module, but Administer Tool Tip does not check if a region(sidebar) is empty of blocks, so writes a span tag in a region, even if the region contains no blocks.
This is causing the calculation of main content width to just not work when only one sidebar, and display's the other sidebar, that should not exist, as a white space.
