Patch Manager disables many bullk operations

I am running views 6.x-2.12, Actions Permissions 6.x-1.10 and VBO 6.x-1.10. When Patch manager is enabled (with no patches applied), many of the bulk operations available in a VBO view relating to publish/promote/sticky suddenly go away (they're no longer viewable in the operation drop down or in the view edit screen. Disabling the Patch Manager module makes these actions available.
