As the title says, the "XYZ open" (issues) link in the project issue cockpit block should not contain the ?category=All query parameter.

Fixing this would require making the code more ugly and complicated. Take a look at project_issue/theme/project-issue-issue-cockpit.tpl.php. It works fine as-is, there's no harm in the additional query parameter. Downgrading to minor. Tempted to just call it "won't fix". With all the various things that are actually broken about d.o, why are we spending time even discussing this one? ;)
