I have added "exclude[modules/overlay/overlay-child.css] = Exclude overlay-child." to my subtheme .info file and checked the box in the settings but still overlay-child.css is being loaded. Am I missing something here?

I think I have tried every possible way I can think of or find to try and override overlay-child.css without going in and editing it directly and none seem to work. Does anyone have any clues on a sure fire way of doing it?

I'm having the same problem with 7.x-3.0. I copied the stylesheet for admin menu toolbar to my CSS folder, added a reference to it in my .info file, and added the exclude reference to the original.

Both include/exclude boxes are checked on my "Toggle Styles" settings, and it still loads the original. It's like Jason: You can't kill it!

Just for reference, here's the stuff in my .info file:

css[admin_menu_toolbar_lux.css][name] = 'Admin Menu Toolbar'
css[admin_menu_toolbar_lux.css][description] = 'Shrink it down to size.'
css[admin_menu_toolbar_lux.css][options][weight] = '10'

exclude[sites/all/modules/admin_menu/admin_menu_toolbar/admin_menu_toolbar.css] = This requires a description.

ETA: Just for fun, I went back and clicked to exclude all module CSS that wasn't "defined by Alpha," and they're all still loading. I don't think that's how it's s'posed to work.

I solved this by adding the full path and file name to the theme settings in the backend, not through .info

For example the following worked.

sites/all/themes/omega/omega/css/modules/system/system.menus.theme.css
