1. Core does not provide an 'RSS' build mode for comments by default, nor does it actually provide any RSS page callbacks for comments.
2. The http://drupal.org/project/commentrss module does provide a build mode and various comment RSS handling.

I'm wondering why we have an RSS handler for comments when core doesn't do anything with comments and RSS?
