Link to active revision at time of comment

I was reading #1262752: Discussion items and the numbers in the first comment make no sense. Then I realized that's because the numbers in the OP have changed.

In the past, the OP pretty much stayed the same throughout the life of the issue. Now, we are actively encouraging the OP to change to reflect the conversation below it. That means that any comments that reference the OP have the potential to become very confusing as the OP is a moving target.

My FR is to add a link to the revision that was active at the time the comment was posted. This would allow people to quickly reference the text as it was when the comment was written which may make more sense than looking at the current text.
