Spin Eldir back out to its own project

Once upon a time the Eldir theme lived in its own project, but now it's part of the Hostmaster project.

I would argue that it should be put back into its own project now that using drush make we can assemble the different pieces very easily indeed.

This would mean that there was a fairly logical separation of pieces in Aegir
Provision - Any backend code
Hostmaster - Frontend functionality
Eldir - The pretty stuff

What do you think?
