This would prevent the confusing form alter in commerce_cart_form_alter() and be more flexible in general.

You're requesting an option on the button itself to choose a translatable label, Delete or Remove (as opposed to a textfield)?

Either a radio, or a textfield. I came across this when I went to change it to 'Delete' for a client project and found it ironic that it was the original value.
