After upgrading the drupal core from 7.7 to 7.8 all user profile images are now showing the default image only. I checked the configuration page for accounts and the path ispicture-1071-1306168412.jpg still the same (in my case its a subdirectory under sites/ all/default/files called pictures). The folder has all the images with what i THINK is the date stamp (the images are named as picture-1071-1306168412.jpg). However everywhere in the site the default image only shows up. Uploading a new image solves the issue but the problem is getting all the users to reupload their images.

I'm a little unclear what your settings are, though. If your user pictures are under "files/pictures," the setting on the user config page should just say "pictures."
Your post says it's "picture-1071-1306168412.jpg." If it really does say that, then that's your problem. Check your settings on "admin/config/people/accounts"
