In the UI of the block add/edit page, can the Block Title Link area be a vertical tab instead of a collapsible fieldset? It would help clean things up a bit.

Looking at this again, I don't think it would make sense to move the Block Title Link settings into a vertical tab, since the vertical tabs in core have a header of "Visibility settings". I think the current implementation is just fine.

I'm of the opinion it shouldn't be classed under 'Visibility settings' as the core vertical tabs are.

Closing unless it's hugely desired to alter this to vertical tabs and if it is the vertical tabs shouldn't be within the core vertical tabs.
