I'm sorry, there are so many threads with these keywords I can't find an answer. But wasn't 5.x supposed to add a feature to automatically e-mail new users once the administrator un-blocks their account? It seems I still have to compose a message to everyone who joins a site to tell them "you can log in now."

a patch was created for 4.7 (http://drupal.org/node/48835)
but nobody got around to code it for 5.x (http://drupal.org/node/19587)

I am going to try http://drupal.org/project/user_status
see if it solves the problem
