Issue Summary
Hi,
I tried the Taxonomy access control module on my test site so that I could have the functionality of
1) restricting users from creating their own terms when using freetagging - This did not work as authenticated users were still able to create new terms on the test site. How can this be fixed. The reason I want to use freetagging is because I have a lot of terms and freetagging gives the user the autocomplete feature which is simpler and easier rather than a drop down box with lots and lots of terms which can confuse the user
2) Restricting users from being able to tag content with certain terms in a vocabulary - this did not work as well. I want the user to be able to view content tagged with a term plus I want him to be able to see the term listed under the title of the node. What I dont want is for a user to be able to tag content with certain terms and hence he/she should not be able to see those terms when he/she is creating content. An example can be when I want to adjudge a monthly article winner and want to tag an article with featured monthly article I only want admin to be able to tag content with this term

I think this is still a problem in latest 5.x-2.x-dev or 6.x-dev version.
