Issue Summary

Settings page is empty (see attached). Is this normal? If not, what are possible causes and remedies?

Seriously? The presence of <h3> tags is making the entire settings page disappear, and removing them makes it re-appear?

We have a custom theme. Anyway, it's not only my problem.

Didn't mean to imply the problem does not exist; just would like to know whether <h3> tags in fieldset titles are a bad idea generally or only when combined with the weirdness of certain themes.

Anyhow, change applied and pushed. Rolling new releases now.
