How Can I do this.

I use drupal for an innovation ideas submission. Now these ideas move in a lifecycle.

We review these ideas and would like to fill our a rating form. So the rating form has a few fields that I can create.

ideally I would like to open an idea in a particular state and fill out the rating form. so my questions are around these.

1. I guess I can create a subfrom and use that as a rating from. But I would liek to expose this rating from only in a particular state. Also it should be so such that only authorized users can fill out the form.
2. Can i also apply any rules such that I can show this from only in particualr states.
3. i can take any help for creating this realtion and sub form. I tired and its very confusing.
4. Are there any better ideas to implement this
