Changing to blocks only as comments are taken care of because they use the Field API.

Also removing the D7 release blocker tag as I want to get a beta release out soon and blocks being mostly admin only are not a blocker.

Can you please suggest a workaround in the meantime ? I need to filter allowed filter formats for blocks per role.
