Add the ability to control the default comment format per entity. This would be the port of the comment format default per node type in D6.

This is not a dupe of that. That handles formats for fields at the field level. This task is apply the same type of features but on entity/bundle level for comments.

Sorry tsvenson. It seems we were both right here. Comments in D7 are only available for nodes, are controlled at the entity bundle level, and are build with the Field API so the field level work applies to comments as well on the entity bundle level.

Now only if the taxonomy description field was the same, I would be happy.

Np @dragonwize. I'm just happy to see we are getting some traction on this module now. It will make it oh so much easier to build great UX and usability for content editors.
