It would be nice to be able to associate content with vote api data and get an ordered list of the highest voted content.

What purpose does that have in a sitemap.xml file? I think you have the wrong project for your request.

If you have 10,000 nodes ranked by 5 star then only the top "quality" nodes would be prioritized in the XML Sitemap

All the hooks are available for use. This is out of scope of the XML sitemap module itself.
