the rules integration and community tags event discussed here

don't seem to be present in the 7x version yet? or am i missing something.

Community tags 7.x-1.x is a port of 6.x-1.x. Rules integration came in 6.x-2.x so you'll have to wait for a port to and release of 7.x-2.x I'm afraid...
