A Persistant banned person.

how would someone stop a person who is banned but changes their ip and rejoins under a different login.
this person is persistant and just rotates their ip after each ban. how would we deal with this person?

ban IP range from his country (you should remove this few days later becuase it will block everyone from his country).
as a last resort measure you shold confuigure your site such that user activation is required
Banning by IP address is
Banning by IP address is quite futile. The only ones it works for is major corporations with static IPs and that is not where the trouble makers are. Banning by email address is equally useless as they just go get a new one from the free providers or generate a different one on their domain or just spoof it. The only thing I know that works some of time is spam filters.
If you find them take them out behind the woodshed and shoot them.

i was trying to avoid making hyrue see the hopelessness of this situation. but you are quite right, fighting persistent spammers like that is very impossible. you can only slow them down a little.

I have a specific place on my websites for them, which I call "play_pen" or "box". the user role "play_pen" has access to nothing, can do no mailing or whatever. if you can't keep them away, keep them safe.

Disemvowelment
People like this should be disemvowelled! I think it's a wonderfully frustrating response.
Not foolproof, but much more fun/effective than banning.
Who wants to write the plug-in?
Another useful response is 'ignore by all'flag. Where the user sees their own posts as usual, but they are never shown to other users. As a result your board looks clean, and it may take the culprit ages to realize he's being ignored, and hopefully even longer to figure out why.
