The module has no dependency with devel module as form inspect uses krumo as an enhancement for the presentation of the forms arrays. But the permissions defined are those of devel module, so if the devel module is not enabled no forms arrays will be displayed anywhere.

Add specific permissions for forminspect, so no devel is necessary at all.
