ns_search feature is missing panels dependency

Issue Summary

If only ns_search is activated during installation the site breaks with a PHP Fatal error when trying to create a new feature.

PHP Fatal error:  Class 'panels_display' not found in /home/tobias/git/drupal-7.8/profiles/nodestream/modules/ns_core/features/ns_search/ns_search.pages_default.inc on line 30, referer: http://nodestream/admin/structure/features
