I think it's 2.0.8. It's also worth mentioning that if you just signed up for an account and haven't upgraded yet you have to confirm numbers you are going to send to using Twilio's own UI on their website. Then you can test by enabling the sms devel module and then filling out the form at /admin/smsframework/devel.

This is fixed (documented) in the patch in http://drupal.org/node/1449494

We should close this issue once that patch is integrated.

Marking this as closed (fixed) now that the patch in http://drupal.org/node/1449494 was committed (thanks @mcpuddin!) this module supports both versions of the Twilio API.
