People should be able to do "select all" at top level, and/or select/deselect all translations modules/themes level, and/or select/deselect any individual languages within the modules/themes.

i.e. it should behave similarly to admin/config/development/testing

I will not work on this issue in the 7.x-1.x branch. 7.x-2.x branch has better UX already. If anyone cares for the 7.x-1.x branch, fee free to supply a patch.
