What are you trying to do with Drush? Use Drush Make to build the distribution? Could you please post details of the error and then move this issue to the Open Outreach issue queue?

I think the error is unlikely to be caused by the line you've identified. The key there is usually left empty (i.e., it will be assigned the next whole number. In Debut, the convention we're using is to put the full URL of the patch so that different Debut features that include the same patch won't generate errors (i.e., the keys will overwrite each other, meaning the patch is applied once only).
