For preparation of the search text here is the current UI converted to vertical tabs.
Even just this is a so much more reponsive user interface.

I have a few problems with this:
1) It's broken completely with IPE.
2) The "Top level" content that showed up beneath the list of categories is lost.
3) The vertical tabs styling is less attractive than the original styling and I hate going backward on that. I honestly think we should probably not use "Vertical tabs" for this since we don't need any of the specialized functionality and go directly to ui.tabs.
4) I don't like "Search" being at the top and taking up a bunch of space. I'd rather have a "Search" category with the search that lets you search from there.
5) The text was only really necessary when we loaded up the dialog with no actual category selected. I think with this we probably wouldn't.
At the moments the improvements generated by this are outweighed by the regressions this introduces.
