In the base Workbench issue queue there has been a discussion about integrating OG with Workbench: http://drupal.org/node/1092274. It appears it may be more appropriate here.

The request is for adding 'organic group membership' as a criterion for Workbench access to content. So, for example, a user in a group is given the 'content creator' role and another user is given the 'approve and publish' role. When either user goes into their workbench they would only see content for their organic group (content filtered by group membership). The content creator could write articles and then the reviewer could check and publish them, according to the current Workbench types of work flow. Hope this makes sense.

I only have 7 organic groups on this site, so I created a taxonomy term list item for each group. I was able to use the Workbench and Workbench Access module to do what is needed. So there was a way forward for me. When creating content I ended up with 2 duplicate drop downs, however, one for group audience and one for workbench section.

I spoke the OG maintainer yesterday and he said that OG supports hierarchical subgroups now. So we may not need this feature.

The problem is that during draft edits, the group context is lost (field with group entityreference value is reset to default) (unlike when you edit without workbench). Is there any 'glue' for this.

No. Maybe we work that in the OG queue?

OG context is maintained while adding a revision without workbench. But after enabling workbench (for the content type) the group context is lost while adding new draft revisions
