Problem/Motivation

Currently Debut features are in the Features package. Probably it would be useful to group them together in an Open Outreach package, to help clarify that they are the main components of the distro.

Proposed resolution

Use hook_system_info_alter() to detect Debut features and switch their package.

Not sure if this is a good idea. Not a priority so postponing.

I think this would be a good idea actually. Debut features are specific to OpenOutreach, whereas modules in the Features package suggest they are related to Features in general, in which case I would expect Features modules such as Features Override, etc to only go in there.
