Any registered user can change his user name without any sort of approval.
I've seen several sites where people will switch names and cause all sorts of trolling trouble.
It can also be a potential fraud risk as a person could change their name to that of someone else.
The user name form in "user edit" needs to be removed.

This post does not belong here, this is the user_maintenance module not the user.module included with the Drupal core.
