When adding or configuring a block within the quotes administration page, the "role filter" and "user filter" boxes always appear to be empty.

Many users and roles exist on my test site.

Only users/roles with the 'edit own quotes' permission will be listed.

This is now documented and reported in 4.5r2/2004111200. If no users, roles, or categories would be displayed, an explanation is given.
