Issue Summary
When the user clicks 'More information about formatting options' under a text box, they get help on HTML and other formatting filters. This patch is an implementation of hook_filter_tips that creates a table of the common wiki markup syntax options. This allows users to get a cheatsheet on wiki markup together with the other filter tips.
