Panels showing two level 2 headings; one without text

As per attached screenshot, I've got the issue for our http://dev.crf.org.nz website that the Exquisite theme shows two L2 headings for panels: one with text, the other without. Ideally I want to suppress Exquisite from theming the heading for panels altogether. Any suggestions?
