Do you know of a Drupal consultant I could talk to regarding setup and configuration of Drupal servers in such as way that we have one backend CMS with one login but the CMS can publish to 18 different Drupal websites deployed in various ISP's all over the world?

Hi, I would have a look at the Aggregator module.
You could publish content on your main Drupal and load the RSS feed in any number of other Drupal installations.

As Gergely suggested, one very simplistic solution would be to use the aggregator to simply have one master site and make everybody else subscribe to it. A quick look at your website seems to suggest though that you might be looking for a more complex workflow that involves a more traditional chain-of-approval type model? If so, you'll probably need to spend some effort in defining what the model looks like and then custom coding some workflow modules (nothing scary, just whatever implements the type of workflow you are currently already working with).

Aggregator module is a good idea but it has some limitations, for instance aggregated contents will not appear in drupal search. Services and Feeds modules can be used as well for this requirement.
