As a Commons user, I want consistency between 12hr clock and 24hr clock on events, so there is no confusion [#1287978]

On the Event edit form, the to/from date fields use the 12 hour clock, but once the node is saved, the 24hr clock timestamp is included. I realise this is probably configurable, but by default they should be one or the other.

That depends on if Commons wants to use US standards (much like Drupal uses American English and d.o. uses 12 hr clock). I would say the 12 hour clock is probably better as the default, and site owners can switch it as they need to.
