Is there any reason that a new member of a private closed group should be unable to see stream messages prior to when they joined, or is this by design?

By design but that design is being changed in part to fix this (see #1259306: Re-architect activity message visibility).

Fixed in 7.x-3.x, it shows the activity stream from private content if you joined that particular group.
