Secondary Menu Block not displaying

I am having an issue with the 'Domain secondary links' block not displaying at all. I have a brand new Drupal 7.8 install with base Bartik theme enabled. I've have enabled all the submodules for Domain Access-7.x-3.0-rc1. I currently only have the one default domain with ID=1. I have set the 'Source for the Main links' and 'Source for the Secondary links' in the domain settings. I enabled and set both 'Domain Main Links' and 'Domain Secondary Links' blocks in the theme and assigned a region. However, only the main menu link block displays. The secondary link block doesn't display at all regardless of region, or chosen menu. The secondary links are displaying in the actual theme calls (top of the page) so it's only the 'Domain Secondary Links' block that isn't displaying. This is a base install with only the domain_access modules installed and enabled.

Am I missing a configuration or setting? Can anyone duplicate this issue?
