Put upgrade instructions into the Handbook and in INSTALL.txt, not in Announcements. I had a hard time finding information on that.

On drupal.org, make a distinction between authoritative and non-authoritative content. For example, when I search Google for "drupal node level permissions" I only get brainstormings but nothing real that tells me about the current status of this feature. Push authoritative content by linking to it from the homepage and it will outrank other non-authoritative content in major search engines. Also, the on-site search feature should have a feature to only search in authoritative content. Let users change the sort order of search results, say by time or title.

In the 4.5.0 Changelog you mention "node level permission support". Intrigued by that, I invested an hour to upgrade my Drupal to 4.5.0 and another 30 minutes of clicking around just to find out that it's basically unusable because there is no administration GUI for it yet. Had I known that earlier, it could have save me a lot of time. It's a feature that is crucial to a lot of people and I'm not the only one that was mislead by statements in the Changelog and the 4.5.0 announcement. So please be more verbose about the status of this feature.
