I would like to give some users permissions to edit displayed view title, without granting them rights to "administer views". I think there are many situations, when we have a user with a role like "editor", having rights to edit content (eg. nodes, maybe titles of menu entries), but not to change structure of the site. They could be given right to change titles of of the views as well.

I think if you want this you really need another interface.

For example your users will not see admin/structure/views so it's really hard for them to actually find the edit screen.
So a custom contrib module would probably fit better to your needs.
