Is there a way to choose which image gallery a picture is uploaded to? I can't see any setting for this in the administration page.

No, there isn't.

What you can do is to share the image gallery's vocabulary with your blog posts. If you then add the term "gallery1" to the blog post, the image will pop up in gallery 1 too.
