If we check the "Prevent Revisioning Overrides" wouldn't it makes sense that the form disappears from the node creation form all together ?

Why would I want to see that there if it's not going to be able to create the revision anyway?

I may be misunderstanding the function.

Rational is that it tells the user what's going to happen; ie that a new revision is going to be made for them. I originally had a version where the checkbox was absent and the test site with that version had users complaining that they couldn't create revisions anymore or that they were worried their content wouldn't be revisioned because the checkbox was gone. It also reduces form processing to keep the checkbox.
