just tried quickly and it doesn't seem to wrk with a mini-Panel or a View block. Works for std Navigation block

I am having the same issue, however I do have titles set. Collapsiblocks not in a minpanel do work, please advise

Views exposed form blocks are always collapsed no matter the setting for me.
