dpl/?q=user gets a Page Not Found error

The automated email that is sent out when someone registers to my site gives links that don't work, even after approval. People can log in from the home page and their passwords work, but if they try from the email, the links in the email get a 404 error.

The links that get this error are:

the one that ends in dpl/?q=user

and the dpl/?q=user/reset/---------------

Is there a setting I have to adjust so this email works?
