1) I am just curious as to what to look for whan hiring a good drupal developer for a social networking system. I need a site with blogs, forums, photo albums, buddy list, groups. Similar to facebook but witout the classifieds, busic, or videos. The site will focus a smaller niche. What typem of charges should I expect?
2) Can any one recommend any good developers?

Look for someone who knows Drupal. You don't want someone who, through naivety, paints you into a corner. As a service provider, I cannot comment on fees. However, I can say that we have encountered all too many people who have had to face paying the price for easy and poor choices made by earlier, non-Drupal-savvy developers.

Look at http://drupal.org/drupal-services for starters. There are many good companies and consultants who might help you out.

You also might look at the things you could learn yourself. Some cautious and thoughtful reading and testing could empower you to do the basics, and hire the expert for only what custom coding or theming you want. That is an approach that can pay dividends in the end.

other than the audio and video streaming requirements, and the push-side (smtp+ticketing), and the back-end (civicrm and equivalent) your "social networking website" and a political campaign property (implemented using drupal, natch) are mechanism equivalent, with possibly some policy restrictions relaxed. so you could look at that implementor subgroup too.
