Additionally, under each tab, there should be a action link. For example, if your in the blog tab, you should have an action link, e.g. "+ add a blog"

Some supporting usability test data from lisarex:

This problem was encountered 4 out of 4 times during remote unmoderated tests with content creators.

P3 hunted for it for 10 minutes while exploring the site, and the P2/P4 was not able to see it at all. All four testers were expecting to find it in the body of the page, above the "filter" collapsed field set.

P4 finally did click the 'create' pulldown and said "I can also change over here"... thinking it was navigation.

Essentially, the "Create button doesn't stand out at all" (P3)
