Since comment_access is not a hook, and there appears to be no other way to redirect the logic to accept other possible cases (e.g. the author of a node having permissions to administer comments replying to their node).

Feedback would be appreciated -- I'm new to Drupal but I believe this may be a bug after asking around in #drupal.
