Drupal and its modules & themes often benefit from having one multiple level menu which you can then split if you want primary and secondary menus.
So it would be useful if this module allowed configuring permissions for menu levels or sub-trees rather than just the whole menu.

It would be good to be able to stop some users from administering the top level menu items but allow allow them to administer the other levels of links.
It would probably work well in conjunction with #1995416: Extra permission for administering the complete menu structure to stop them from being able to drag menu items around between the different menu levels.
