Theme file doing the same job as imagecache_profiles

There's a theme file (views-view-field--picture.tpl.php) doing almost exactly the same job as imagecache_profiles does... Is there any particular reason for this?

I was customising user pictures and it was a bit confusing until I realised it wasn't ICP that was in my way.
